Mr. Gilbert M. Poralan Jr. is a Science and Technology Fellow at the Philippine Nuclear Research Institute. He obtained his Bachelor of Science Degree in Physics at the Mindanao State University - Iligan Institute of Technology, graduating cum laude. He also completed his Master of Science in Physics at the same institution, where he received both the Chancellor’s Award for Outstanding Student in the Field of Physics and the Chancellor’s Award for Outstanding Student in the Field of Research. He has published research papers in both international (ISI and SCOPUS) and national publications and has received recognition for some of his works as Best Paper in national and international conferences. Previously, he worked as the Program Manager of the DOST-Science for Change Program which won the 2022 United Nations Public Service Award in the category of “Enhancing the effectiveness of public institutions to reach the SDGs”. As the Program Manager and Team Lead, he played a pivotal role in establishing 44 Niche Centers in the Regions (NICER) fostering research in Industry, Energy, Emerging Technology, Agriculture, Aquatic, Natural Resources, and Health R&D. Notably, the NICER Program significantly elevated regional innovation infrastructure and research competitiveness. His diverse experience includes being the Technical Officer for Industry, Energy, Emerging Technology, and Nuclear Matter of the DOST- Undersecretary for Research and Development. In this capacity, he crafted new DOST programs, developed guidelines, evaluated project proposals and policies, monitored funded projects, and provided valuable technical advice. He also had the opportunity to work internationally as the Scientific Advisor at the Philippine Embassy and Mission to the United Nations in Vienna, Austria where he served as a technical and scientific advisor, supporting the Ambassador and the Mission on matters concerning the International Atomic Energy Agency (IAEA). Presently, as an S&T Fellow at PNRI, he is actively involved in developing R&D proposals and implementing ongoing projects. His responsibilities extend to offering technical assistance on matters related to nuclear regulatory and nuclear law and supporting PNRI's international and local engagements, including the Nuclear Energy Program Inter-Agency Committee (NEPIAC).
